Bali's Spatial Planning: What You Need to Know

Before purchasing land or commencing any construction in Bali, understanding the spatial planning regulations (Rencana Tata Ruang Wilayah / RTRW) is essential.

Key Zone Types

Tourism Zone (Pariwisata) Commercial tourism development is permitted. Villas, hotels, restaurants, and retail are generally allowed. Most of Canggu, Seminyak, Kuta, and Uluwatu fall within tourism zones.

Residential Zone (Permukiman) Residential use is primary. Some small-scale commercial use is permitted. Many established neighbourhoods in Denpasar and Badung fall here.

Agricultural Green Zone (Hijau Pertanian) Agriculture is the primary permitted use. Construction is heavily restricted. Building on rice fields is prohibited under Perda No. 16/2009.

Cultural Protection Zone Areas around temples (typically a 2km radius from Pura Besakih) face strict restrictions.

Building Coefficients

Every zone has a Building Coverage Ratio (KDB) and Floor Area Ratio (KLB):
  • KDB: Maximum % of land that can be covered by building footprint (typically 40–60%)
  • KLB: Maximum total floor area relative to land area
  • Height limits: Most areas limit to 15 metres (roughly 4 storeys) to preserve Bali's skyline

  • Request the IPPT (Izin Peruntukan Penggunaan Tanah) — land use permit
  • Check the RTRW map at the local Badan Pertanahan Nasional (BPN) office
